It can be hard to make a difference .Congress man and senators can be hard to make things happen. One small way you can make a difference is go to city council meetings and ask them to do something. At that level there’s a high chance you can change something
good in your city. Maybe  add some street lights to a dark area, Speed bumps to a neighborhood, ,police officers to a area, a street sign
 some where, ,camera… You can make these things happen. You can even ask them to build something. A park, maybe add a bench or sidewalk….
